Loki - v2.8.2

This is release v2.8.2 of Loki.
Notable changes:
- Upgrade to go 1.20.4 to address security vulnerabilities in the previous go version.
- Promtail: Add new
decompressionconfiguration to customize the decompressor behavior.
Installation:
The components of Loki are currently distributed in plain binary form and as Docker container images. Choose what fits your use-case best.
